# Sources, versions and licenses

Release: October 27, 2026. This package is a reviewed selection, not an exhaustive inventory or a continuously updated service. Source links, dates, periods, units, locators and limits travel with the selected records in [evidence.json](data/evidence.json). See [manifest.json](data/manifest.json) for coverage.

## PNNL and OpenStreetMap

The separate PNNL layer uses the existing-facility atlas, version **v2026.02.09**, from [PNNL / IM3, DOI 10.57931/3017294](https://doi.org/10.57931/3017294). Attribution: PNNL / IM3 and **© OpenStreetMap contributors**. OpenStreetMap attribution and licensing information: [OpenStreetMap copyright](https://www.openstreetmap.org/copyright).

The derivative database [pnnl_objects.json](data/pnnl_objects.json) is made available under the [Open Data Commons Open Database License 1.0](https://opendatacommons.org/licenses/odbl/1-0/). Keep this notice and the source/version/license fields with copies. The complete machine-readable derivative used by this map is downloadable at that link. Original content rights and database rights remain as described by the source and license.

Changes: normalized IDs and layer names, county associations, centroid coordinates and area fields; removed machine-local paths; added display coordinates, counting notes and source-row locators. The 1,474 entries comprise 1,237 buildings, 132 campuses and 105 points. They can overlap and are not a deduplicated count of operating facilities. Projected 2035 scenario locations are excluded. The original application's October 2026 OSM layer remains separate and retains its source metadata; neither snapshot establishes current operation independently.

## Census county context

The 11 selected county measures come from the **2020–2024 ACS five-year estimates**, using official Census summary-file tables B01003, B19013, B17001, B25001, B25002, B25003, B25064 and B25077. [County context data](data/county_context.json) retains table/cell identifiers, source links, source-row locators, estimate units, 90% margins of error and missingness. These are period estimates, not point-in-time 2026 observations or causal effects of a facility.

Community geometry uses the [Census 2024 cartographic county boundary file, 1:5 million](https://www2.census.gov/geo/tiger/GENZ2024/shp/cb_2024_us_county_5m.zip), transformed into display paths with a Puerto Rico inset. All 3,222 county equivalents match the selected ACS profiles. Original energy layers retain their supplied 2017 geometry. No old/new county totals were reassigned or apportioned.

## Employment and utilities

- [BLS QCEW 2025 annual county data, industry 10](https://data.bls.gov/cew/data/api/2025/a/industry/10.csv): all-industry covered employment and wages. Disclosure flags remain in the source rows; query results suppress unavailable figures. Exact county codes only; unmatched legacy county codes are not reassigned.
- [EIA-861 2025 files](https://www.eia.gov/electricity/data/eia861/zip/f8612025.zip): county equipment reports and utility/state sales. Equipment presence does not prove that a utility serves a particular site. Average revenue is not a tariff, and industrial sales are not data-center use.

## Case documents and older research

Selected evidence links to public government, company, court, and reporting sources with document/page locators. A reviewed allegation is still an allegation. An agreement, approval, recital, forecast, construction-cost report, receipt and downstream distribution are distinct evidence types. No full source PDFs are republished in this runtime package. The research archive retains retrieved originals and hashes.

The original 12 national datasets are preserved byte-for-byte from the supplied prototype. Their source metadata remains embedded; they were not independently refreshed in this release. Original researched agreement and policy summaries are historical leads. For the six Oregon cases, the reviewed evidence and its qualifications take precedence. No DELTa copied records or derivatives are included in the newly added public datasets.

## Software

D3 v7.9.0 is included under its ISC license; see [D3-LICENSE.txt](../vendor/D3-LICENSE.txt). Original application code comes from the user-supplied energy-ai-buildout prototype. This notice does not claim ownership of third-party sources or authorize uses beyond their applicable terms.
